Links Not Working

Whenever I click on a link on a web page (IE) or Outlook Express page a blank transparent window appears and never loads. By clicking stop and refresh it will connect. Links within a site are fine. This is a sudden occurence. It started on IE 5.5 and I have upgraded to IE 6 but has made no difference. Please help!
