Loading Protection

There is a user who is in the habbit of loading all sorts of software / utility on his NT machine via the net, CD-ROM and Floppy. This results in all sorts of performance problems.

Is there a tool/regeditor in NT/WIN 98 machines wherin the OS can be locked from unwanted/ unlicensed software installs?
