Local Machine Policy

I am unable to open the local system policy in order to change user rights. However, a message appears as unknown error while attempting to open database.

The server is a member server. I believe the Operating system could have been corrupted and unfortunately there would not be any clean backups to restore from.

How can I restore or troubleshoot without resinstallation?
