Local Users and Groups not available

I can connect to manage another W2K Pro desktop from my W2K Pro machine; however, Local Users and Groups is not available. Both machines are members of the same domain; they reside on different subnets; I am a member of Domain Admins. I have seen this on a small number of computers on my network, but not all of them. What’s going on here?
