2. Select Start/Run and type "msconfig" without the quotes, and click OK. When the program opens select the startup tab and remove the check box for any unnecessary programs that may be running in the background. I would recommend only removing one or two at a time and rebooting to see if the problemis resolved. If you run into problems booting as a result you can start back up in safe mode and go through the steps mentioned in step 2 to re-enable the startup program.
I had the same problem on an old Sony PC that I upgraded to Win98Se--Sony does not support Win98 on this system. Have ATI Rage Video, Outlook Express and IE5.0. Scrolling would lock in OE and IE when on line. Found solution in a forum that worked for me. In System.ini, add line "DevBMP=0" without the quotes to [Display] section; save and reboot. This worked after updating all drivers, software, etc. If all other options fail, try this out. Good luck.
First thing I always do on Win98 is boot into Safe mode and check for ghost drivers for ALL entries in Device Manager. You maybe surprised how many you may find there.
I had this problem occur on a Micron Millenia PC. I resolved it by removing one of the 2 DIMM RAM chips which was not compatible with Micron, and replacing it with RAM that was Micron-certified.
I've seen this problem on a few different systems upon upgrading to IE5, with ATI display systems (either integrated on the MB, or in expansion slots). In the case of slotted ATI cards, the fix was installing a new driver downloaded fron ATI. For the systems that I couldn't get an updated driver for, and in other systems with the same problem that I couldn't nail down a correct driver, I found another fix:
In IE5+, go to Tools/Internet Options, and click the advanced tab. Scroll down, andfind the option for "Use Smooth Scrolling" and uncheck it. That's worked for about 95% of the systems that I worked on. If you still have problems, turn off the option for "show window contents while dragging" in your display control panel.
This should dodge the problem, even though it's not exactly a "fix" -- I've found that sometimes it's not always possible to get a driver that works correctly, but if you can get the system stable, that's good enough!
