When trying to install a new NIC via "Network" dialog, when I press "Add" I get message "Cannont install. Service Database is locked".

How do I correst this situation so I can install a new NIC?

Could be that you are not waiting long enough for all your services to load after a reboot when you start your add, but that's a stretch, or you have some service hanging, look in your event viewer for any errors. it is in Admin Tools group of yourPrograms menu.

You could try running winmsd.exe (NT Diagnostic Tool).
In the Services report in there look for any services that have a "Start Pending" status.
This should give you a clue as to which service is misbehaving and locking up the service database.
After that you'll need to disable that particular service on startup and then investigate it further later. At least at this point you should be able to get into the NIC properties.

I have seen this on NT4 Server where I am trying to change the NIC, I.E. from a Token-Ring card to an Ethernet Card. What I ended up doing was ensuring I properly deinstalled the Token-Ring card from NT prior to removing it from the system and adding the new card. Not sure if this is your situation, but thought I'd throw it out there.
