Locking down of the Desktop

I am currently trying to lock down the desktop on multiple units for security reasons. Besides poledit,tweak ui and editing the registry does anyone know of a full featured program to allow me to do this. I would like to do this without having to manually edit or change the registry files. I am using Windows 98 2nd edition. I need to be able to password protect the unit once the changes have been made.
