Locking Harddrives

I have a fellow Techie that needs help. He is on a workgroup and he has everyone’s “My Documents” folder mapped to a folder on the server. What he wants to do it keep anyone from modifying the local harddrives on the end users machine. He can hide them but can he keep them from accessing the local drives? Thanks, Jeremy
