Locking Programs on same machine

Hi, I have 2 accounts on a local machine (no network)1 is admin and the other for kids. I’m trying to lock some programs so the kids can’t use them. I have changed permissions in the registry denying full access to the kids account, but the programs still open. Is there another way or third-party program I can use? Oh yeah, I also don’t want the programs to be viewable/selectable in START/PROGRAMS. Any ideas would be appreciated. Thank you!
