logon problem

I have a win2000 wkts and it is a local machine no domain When i try to log in with any account i tries to login in for 10 mins or so and then goes back to the login screen again. I pressed f8 and I cant get into safe mode or command prompt or lastknow good. I have not installed anything on the machine in months. I think it is the netlogon service that is not started but i cant get into the machine to do anything about it.
