looking of a way to change the URL of shortcuts via command or script

I have several user that use certain URLs links in our business that are getting ready to change. The URLs will need to use the Fully Qualified Domain Name. Users are all running windows xp. need the best way to deploy to alot of users. My Question is there a way either with command or VB script that we can append the FQDN to the url without having the user change the link?

Did not try co-worker created a VB application that appends the FQDN to the end of the addess.
