Looping something

My friend bought a new PC - AMD1400 running WinME. She couldn't install her Canon BJC4400 printer and asked me to help (The problem was that there were already Canon drivers on the HD, so I cleaned them out/uninstalled everything Canon and sucessfully reinstalled the drivers - one fully working printer) But the problem is that the cursor now constantly loops between the arrow and the egg-timer symbol. I've turned off all startup programs and it still happens. I've looked in System Info/RunningProgs and the only thing I do not recognise is a MS program "scard", but presume because it is MS (NT4) it should not be causing this loop. Anyone heard of this before, or got any ideas on how to fix it. It doesn't affect any operations, but it isdamned annoying!!

Thanks for this URL - it's a very good app, easy to use and apparently quite accurate. FYI the app causing the looping was the scanner detector!
