Losing registry file

After my computer is turned off and I restart it I cannot load windows even in safe mode.when it boots up I get the message of missing registry file etc.. when i restart and scandisk runs i get the message of a too long of a file name for scandisk to fix also crosslinked files and improper file names. ihave to format and reload windows ME which goes off without a problem
