LOST “ADD REMOVE FILES” FOLDER

HELP! Am running windows 2000 professional. All of a sudden I totally lost my “add remove programs” folder. It shows up in the “Start” pop-up when I click the lower left hand corner, but its contents are completely blank, even after I installed an additional program. How do I restore this resource.
