Lost administrator tools on 2000 server

I can no longer access most of the admin tools from start\programs\administrator tools on our win 2000 server. The shortcuts point to a word documents of one of the users (i.e DNS points to C:\documents and settings\user\mydocuments\*.doc. I have to use the MMC. How do I repair the start menu.
