Lost control panel

For some reason I have lost my control panel icon. I have had trouble with REGEDIT, System restore and Control Panel. When I tried to open any of thede I got a notice that these items were disabled by the administrator. After hours of cleaning my registry, I got back REGEDIT and System Restore. I still cannot get my Control Panel access back. I am running WIndows XP Pro on a Hp Pavilion 6745c computer. Can anyone help. I am not a pro but I have been doing computer work for 7 years. Just a beginner.
