Lost Task Bar in Windows 2000

I’m helping a client who has lost his taskbar in Windows 2000. I cannot be dragged back up. I tried that. I also tried the Windows Registry fix suggested by sridevi_gopalan@hotmail.com in 10/01. I tried re-installing the OS also. No luck. Any other suggestions out there?
