Lost TCP/IP conections to DHCP server(?)

We run an NT 4.0 SP6 server on a Fast Ethernet topology, and utilize DHCP. Workstations are running Win95, Win98, and Windows 2000 Professional.

For some time now, several times a day users will not be able to maintain their connections to Web pages. If I run IPCONFIG and release and renew connections everything is fine for a while, but then the process repeats itself. I am wondering what causes this condition.

The DHCP Server is also our main server handling print and file services, butthe server is not currently overly taxed when we run Performance Monitor. It peaks at 98% utilization, but then drops right off again.

What else should I be looking at for an answer as to why this continues to be an issue?
