Lotus Notes Can’t Open Outlook Attachmen

We are on Outlook 2000. I have a user trying to send an email attachment (Word 2000, one-page document) to a recipient who uses Lotus Notes. The attachment was converted to C.DTF. I had the user re-send the email as Plain Text, but the recipient still could not open the attachment. Any ideas what could be causing this or how to resolve it?
