Low on system resource message

A number of our Windows 95 users get this message intermittently and it brings their PC’s to a halt. This can even occur without any main apps being open. I have a suspicion that Microsoft SMS v2.0 is the culprit and was wondering if any other people had experience of this or know of ways to stop this from happening? Any help or advice would be appreciated.
