Memory leaks can occur, especially with 16-bit apps., they don’t release memory when they are closed. Re-boot your computer to get back lost memory.
At start-up, if you load too many apps. in the background,(virus scan, etc.)they will use more memory than you realize. To adjust which of these load at start-up, go to start, run, type msconfig, and uncheck lines which you do not want to load automatically. You can still start these manually. Be careful to not uncheck system apps.
Additionally, system resources below 80% are not uncommon. My system at work is a PII 166 with 64mb. It runs at below 50% consistently because of the number of applications that I run at the same time.

Had the same problem and agree with answer1.
There is another option to create your own swap file, you can try setting your own virtual memory:Start-Control Panel-System,Performance tab,set own virtual mem.
32MB-64MB MULTIPLY BY 2 AND SET THIS AS MINIMUM WITH NO MAXIMUM.Follow dialog box to complete task.

Could be that your Virus Scan is running in the background and will interfere with these
operations, try closing the virus scan and running again.Hope this helps

We had the same problem! WIN98 machines upgraded to SE. Resourses were constaltly around 65-75%. We later did a full install from scratch of WIN98SE (no upgrade). With the same application loads as before we were getting 85% + on system resourses. We do not upgrade WIN98 to WIN98SE anymore. We start and end with SE.

Any programs that are running when you do an control alt delete are programs that are running in the background this will take away from your resources. Also older legacy device drivers that must be loaded in the Config.sys will eat up memory resources. Swap file size is also important the more disk space you have the more that memory can use this space when it runs out of ram.

What I don’t see mentioned above is that you may be low on disk space on the drive where the swapfile is created. I agree with the suggestion of trying to manage your own swapfile size (try putting it on another physical hard disk, eg D: if you have it). But resources are used by processes in the system tray, and concurrent applications. A combination of using MSCONFIG to fine tune your system tray, and rebuilding your swapfile might do the trick.

Also, if you do decide to manually changethe swapfile, I highly suggest that you defrag the disk first. If you only have one disk (C:), you should disable virtual memory, reboot, defrag C, enable virtual memory again and reboot.

      Tim 🙂

I agree with Tim McCloud. Low System Resources usually is due to too many applications launching at bootup. It means that a number of programs are being loaded when you turn on the computer or reboot. As Tim said you bring MSConfig up and unselect those programs that you don’t need to have open all the time. MSConfig can be run from the Run app in Start Menu, just type MSCONFIG
and clic on Run tab. That will bring System Configuration Utility. In the general tab click on selective startup anduncheck process config.sys and autoexec.bat files. (That is unless you actually have a use for them, windows doesn’t need those files anymore for normal bootups) Leave checked process system.ini file, process win.ini file and load startup group items. Then go to Startup tab and look at the entries carefully, uncheck those items that you don’t need open constantly. I advise you to leave Taskbar, Scanregistry, System Tray and Task Monitor checked for Windows needs those apps to function. Then click on apply, and you

The only thing I can add to getting rid of unnessary startup items is to look for seemingly harmless program starts. Such as video card control programs that sit in the tray. I had a client with very low resources. I had disable the startup of many of the starting programs, but left a small video control program running and resources still hung below 80%. I then took it out and believe or not, resources now show 93% at after bootup!
