Does anyone know of a utility that does MAC to IP lookups?

I don't think one exists. Since most network cards out there are behind proxies or firewalls of some type, you will never find out who within an organization is accessing your resources. If you are trying to determine this info from within your own network though you can use the Network Monitor utility that is built into windows NT and 2000. Simply start a new capture of network traffic and that info will be available to you....mac address, Ip address, type of packet...etc...
