machine hangs with usb pnp devices

Connecting my hp scanner & printer to the usb port hard hangs the m/c. Switching on the mains to these devices when m/c is on, hangs the m/c, which has to be restarted. XP drivers for these devices have been loaded. My motherboard is a mercury 810 board.

-load setup/ optimize defaults in the BIOS.
-Check the power settings for the USB Root Hubs to see if the printer is seen.

Click Start.
Right-click My Computer.
Click Manage.
Click Device Manager.
The Device Manager appears.
Double-click Universal Serial Bus controllers.
Right-click the USB Root Hub entry.
Choose Properties.
The Properties window appears.
Click the Power tab.
Look for a listing of the Dell Printer.

NOTE: Perform steps 6 through 9 on each of the USB Root Hub entries.
