Mail from Unkonw Users

I have exchange server 2000,
I am recieving some mails from
unknown users to some of my
domain users which contain
.exe, .cmd or sometime .bat
files at attachment.
Also one of the users mailed regularly
by postmaster@domain with subject
as helo, to check etc.
Is it a virus or spam??
How can i clear this problem?
