How can I the following tasks :

1 Disallow a user from receiving and sending messages temporarily ?

2 If the user has left the company, how do I forward the message to his new e-mail address ?

Hi Tony,

I think you know the answer to these:
1. You can always block e-mail and resume it later.

2. Honestly get his new e-mail and inform the old e-mail had been change.

obvisously this depends on the the environment (application/OS) in which you are working. But most simply block the email from going to the user is right. The way to forward the email is to get the new address and create an MX record in on the mail server so that all mail is forwarded to the new SMTP server.
