If the surface seems ok, you might want to go to the harddrive’s manufacturer’s web site and see if they have a low-level formatter specific for their drives. Otherwise, get ahold of one from Maxtor or other trusted distributor. If a low level format doesn’t do it, you need to contact the manufaturer to see if it can be returned for exchange (RMA).

The best way to do this it to run an old Norton Disk doctor under a clean dos enviroment and the replace the disk.
Norton moves the data that can be restored to a nother part of the disk and they can the be copied to a nother drive
