at the group policy under USER CONFIGURATION \ ADMINISTRATIVE TEMPLATES \ INTERNET EXPLORER i found only the option "Disable open in new window menu option" (its under Browser menus) which is no help for me.

GPO Editor > Computer Configuration > Policies > Administrative Templates > Windows Components > Internet Explorer...

There is a GPO there called "Turn off configuration of tabbed browsing pop-up behavior." I don't know if that same setting is available in 2003 Server, but you can check if that's the version you have.

Hope this helps.
