Don't really understand what you're trying to do here, but if I had a hard drive, and wanted it to boot, here's what I'd do:

1 - boot with a floppy, say a Win98 boot disk
2 - type FDISK [enter], set the HDD to a partition and make it Primary.
3- after a reboot, type FORMAT C: [enter]
4 - when the format is completed, type SYS C: [enter]
5 - you should have a hard drive that boots with nothing on it.
