Making Shortcut on Desktop Makes 2 Icons

Can anybody assist with this problem.
I am running Windows XP SP1.
When I create a shortcut on the desktop by either dropping,dragging or creating a new one, I end up with 2 identical icons.
If I then delete 1 the other then is also unusable and gives an error message,
Any suggestions?
