Manage & Monitor shared Printers

We need to monitor our shared printers on NT 4.0 domain using HP Laserjet 4100 PCL 6 Printers like –
a.) check logs / reports on how many prints are being printed out,
b.) have restrictions on number of pages being printed (max 20 per job),
c.) find out which user has taken out max prints in one month, week or day.
Is there any software manager I can use to accomplish this ?
