manage multiple wireless networks on 1 access point

I am looking for a way to manage multiple wireless networks on 1 access point. Where I Work (hospital). We have 2 wireless networks avaliable from our access points. One is encrypted and secure. the Other one is open access and provides free guest access to the internet. The issue we are having is that employees are switching from to the preferred network to the guest network to be avoid web filtering, and leave the Laptop connected to the guest network. The next person that tries to use the laptop to work doesnt know how to get back to the encrypted network and therefore cant work. This issue generates tons of helpdesk calls. We can exclude laptops from an access point but not from any available wireless networks from an access point. Anyone else having this issue? We are using cisco ldap 1131 access points with cisco 4404 controllers. We do not have money in the budget for a radius server. Any Ideas?
