1(used with a pl. verb)The persons employed in a business or an organization; personnel.
2(used with a sing. verb)The field of personnel recruitment and management

It means anything thathas to do with employing people, managing staf, defining personell policies, and so on.

HR also usually manages benefits (insurance, 401(k), etc.), and tracks vacation days and sick days. Where I work, they also deal with the labor union for union workers and do the payroll.

HR would provide policies on how often people need to be reviewed, what needs to be documented before someone can be fired, what is allowed for maternity leave, etc.

HR can also act as an employee ombudsman or complaint department. They are involved in hiring, firing, and retaining STAFF.
