Managing remotely – Desktop Support prioritisation

I have a guy who struggles with priorities. He will do anything to try to please everyone. He makes promises to everyone and lets them down. I’m keen to help and have some idea’s but being a new manager to him dont want to come about being too unreasonable. Is there any ideas anyone has come accross (i.e. other website info; ideas that have worked for them etc)?
