Mandatory Cell should be filled before saving

I have a spread sheet in excel in which user fill patient days and they have to fill in cost center number for it.

Users normally enters the patients day but forgets to put in the cost center number.
How do i force them to fill in cost center number when they fill patient days cells.

Your help will be very much appreciated.
