It is a controller for "mass storage devices" such as a hard drive. SCSI or IDE adapters are a couple examples.

What you need to do depends on what you want to do. Modern OSes (2000, XP) are very PnP with the things- at most you plug in the adapter and install the driver. With some mass storage devices (such as a USB flash memory reader), you don't even have to install a driver. Just plug it in, and it is automatically recognized as a drive and is assigned a drive letter.
