Memory leak on a 2000 server

I’ve been tracking a memory leak on my 2000 domain controller. It has SP3 on it and also serves as DHCP and DNS server. Every few weeks It stops responding and generates a Event 2020 “the server cannot allocate from the system paged pool because thepool is empty”. I set Gflags and started watching with poolmon. The tag that I suspect is “LeoC”

Can anyone help identify this memory tag or help with a fix?
