Memory Probs With T-Bird and FIC mobo

I am running a 1.3GHz Athlon Thunderbird processor on a FIC AD-11 motherboard. I purchased 2 sticks of 256Meg DDR PC-2100 ram to use in the system. The Mobo manual says it supports up to 1Gig PC 2100 memory in the 2 Dimm slots. The system runs finewith just one stick in the first bank, (either one, so the memory is good). However if i put both sticks in Windows won’t even finish startup without some sort of protection error.
