Microsoft Outlook 2002

I use outlook2002 with windows xp-sp2.
The problem im facing is that the send receive
button on the outlook bar doe not work when i click to download my emails.
Also can i specify a a time frame to send receive messages automatically.
Pls help me in thsi regard.
