Microsoft Server Vs. Datacenter

I understand that either Windows server or Microsoft DataCenter will allow for virtual machines to be created and hosted.I also understand that of the two DataCenter is designed for this purpose and has the many of the needed tools to administer and support the virtual machines.

My question is related to cost. According to what I discovered MS requires the purchase of 16 core licenses per processor. My server, between two physical processors, has 12 cores between them and yet I'm required to purchase license for 16 cores for each (a total of 32?).

As a non-profit we can obtain licensing for 2 Cores for approximately $500. To obtain license enough to meet MS's standard requirement we'd have to spend $8,000 (16 license packs per processor @ $4,000).

I'd like to know:

If the tools in Microsoft Datacenter are worth the expense?
Am I misunderstanding MS's requirement to buy more licenses for the cores that I have?
Is there a less expensive way to proceed using Microsoft products?
