i am planning to upgrade from windows 2000 server to Microsoft Windows Small Business Server R2 2003, Standard Edition.can i implement active directory in this version of windows

Sure you can.

What you want to do is install the 2003 portion of the server.
Get AD running on the new server.
Migrate the 5 FSMO roles to teh new server.
Demote the old DC.
Complete the install of the SBS features on the new server.

Now if the 2000 box is an SBS server you will need to do a swing migration to get it to work with little harm.
