Migrating data from old server to new

I need some suggestions on the most efficient and precise method of moveing the data from the old hardware to the new. Would it be wise to setup the new server as a backup domain first, then after transferring the files, bring the system down and recreate the new server as a Primary domain? This is a first time for me and very critical

you have the right approach.
You should install the server as a BDC.
However, as far as all the files, you should use your backup system to move them. The reason: the permission for all the files and folder. If you simply copy and paste into the new server, you'll loose all the permission. However, using the restore utility of your backup system, and selecting "restore to a different location" will allow you to mantain all the permissions.
Once this is done, promote the BDC to a PDC, syncronize the network and take the BDC down.
