Migration Of IIS along With User account

How to migrate User accounts along with the IIs server sites along with the Mail
Server accounts on to the different Server.Has something to be copied from the Registry and transferred on to the other server's Registry or some 3rd party software would help acheiving this.If yes then what is the software available and the process associated with it.

When installing Windows NT Server the installation process included Migration Tool for NetWare calles(NWCONV.EXE)placed a short cut in Start,Programs menu under Administration Tools.You will will have to make decisions before performing the task.Check the Microsoft Knowledge Base:http://support.microsoft.com/.Check out articles:Q187789,Q177601,Q104024,and Q121394

If you going from an NT server to another NT server set the second one up as a Backup domain controller and replicate the first sever to it then take the first server off line the backup server automatically takes over and that should be fine. But if going from NT to netware or other type of os answere one is the way to go
