Copy & Paste them into the folder they are meant to be in.

Get them from CDs, internet or other locations.

I would suggest placing it in the System folder. This contains 16-bit versions of protected and real mode drivers and .dll files used by applications.

It all depends on what type of .dll file you are trying to replace. If you need to replace a system .dll file then you can automate the process and check for any other missing/corrupt .dll's by running SFC from the Run dialog box. This will automatically replace any corrupt/missing/outdated .dll's.

However, if you are receiving an error message from an application saying it needs a particular .dll version, then you should try to repair the installation or simply reinstall. Also, if you are able to, you can copy the .dll from the installation CD into the program's folder. A program will always check its own folder for the required .dll files before loading one from system32. This means you can ensure the application runs smoothly even if it will not run with a later (OS) .dll of the same name.

Good luck

Do you know the file that is missing? If so, grab it off a CD or another PC running the same OS and copy it over. If it is in use, try booting into safe mode and copying the file over.
If you use 98, use System File Checker to place the file. You can also copy the sfc*.* files to another OS like XP and use the program there too.
