Missing from User mode

I have some laptops set up with Windows 2000, and have been set up with a User mode (Restricted User) and I have noticed that in this mode you are unable to add a local printer, but you can add a network printer. The option of add local printer is grayed out.
Also in user mode the battery monitor is missing from the system tray.
I would say there is a group policy somewhere for these but I haven’t been able to find any. Does anyone know where the policy is to set this up?
