Missing memory in Windows Server 2003

We have installed Windows server 2003 Standard edition on an Intel duel cpu mb with 4 GB of ram.Bios and windows system information sees 4 GB of ram, but only 3 GB is allocated to windows. Can’t find where the missing 1 GB is being used.
