missing MSOE.DLL file in outlook express

I am running Win98 SE and am having trouble with outlook express! when trying to open outlook i get an error ‘outlook could not be started because the .dll file could not be loaded’. i get the feeling i will have to reinstall but how can i back up my mail when i cannot access outlook and any guidance on reinstalling is appreciated also. Thanks in advance.
