MMC Active Directory Snap-in Problems

I am running windows 2000 sp2 on a network. I have installed the Adminpak.msi. When I open up the Admin tools and try to open up the Active Directory users and groups I get a popup message:

MMC Snap-in failed to initialize, Name: Ras Dialin – User Node Extension CLSID:{B52C1E50-1DD2-11D1-BC43-00C04FC31FD3}.

This message is also present when I open the computer managment console and click (Local users and groups). I only get this message the first time I open either of these snap-ins After I open the MMC. If I close the message box and the Active directory snapin opens with no problems and the Computer managment users and groups open with no problems.

I have uninstalled and reinstalled the adminpak, did a repair installation on Windows 2000, and performed an in place upgrade install on 2000. I also exported the registry key the message referenced saved it in a folder on my hard drive and then deleted that key. Nothing seems to work. If any one has any sugestions I am all ears.
