Modem/ comm port3 problems

the modem does not respond (error 670), the port is already open or cannot open, com3 has no status, no IRQ, no resourses.no pinging.
The modem is a toshiba software modem AMR, the computer a toshiba laptop 1800.
I have tried for one week to solve the problem. Please help
