Modem Errors 777,676,797

I went into help on error messages and got the error types but sometimes it says the phone line is busy which is a crop of crap because it said that for like 30mins on redial non stop till i go 676 and 797 i wanna beable to connect straight away notfucking try to connect then it dont work restart and then try again
