modem problem

I have a LT WIN MODEM Installed on the Dell Inspiron 8100, 128MB, 20gig HD win XP HOME all installed OK and tests ok when run the diagnostics tests.
When trying to dial out onto the internet through dial up networking, the modem comes back reporting it can not find a dial tone, although the phone connection and cable are both fine I have tested both with another machine.
I have also tried to call another phone number through both dial up networking and PC Anywhere and both report that no dialtone has been detected.
I have removed the wait for a dial tone flag and tried this, this just results in dial up networking reporting that the server did no answer the call.
PC Anywhere reported that NO Answer but other line never rang?
Setup asa host in PCA which initializes modem fine and waits for call (not tested dialing in to the machine yet, as unable to do this)
I have tried to uninstall the modem and reinstall, auto detect reinstall from driver disk all result in the same problemThis modem has previously been working as far as I know the user has made no changes to the system that would effect the modem dialing.
I don’t hear the modem dial even though modem volume and modem speaker is enabled, but this has not always been the case during this problem but am unable to get any sound to come from this now.

Have I missed the obvious??
Iam now at a loss what to try next I would appreciate any suggestions you may have
